'Scholarly communication is the system through which research and other scholarly writings are created, evaluated for quality, disseminated to the scholarly community, and preserved for future use. The system includes both formal means of communication, such as publication in peer-reviewed journals, and informal channels, such as electronic listservs.'
This report by the Association of College & Research Libraries is an action-oriented research agenda that encourages the community to make the scholarly communications system more open, inclusive, and equitable by outlining trends, encouraging practical actions, and clearly identifying the most strategic research questions to pursue.
Abstract: The changing world of scholarly communication and the emerging new wave of ‘Open Science’ or ‘Open Research’ has brought to light a number of controversial and hotly debated topics. Evidence-based rational debate is regularly drowned out by misinformed or exaggerated rhetoric, which does not benefit the evolving system of scholarly communication. This article aims to provide a baseline evidence framework for ten of the most contested topics, in order to help frame and move forward discussions, practices, and policies. We address issues around preprints and scooping, the practice of copyright transfer, the function of peer review, predatory publishers, and the legitimacy of ‘global’ databases. These arguments and data will be a powerful tool against misinformation across wider academic research, policy and practice, and will inform changes within the rapidly evolving scholarly publishing system.

Ameli, Conocimiento Abierto (Open Knowledge) (AmeliCA) is a communication infrastructure for scholarly publishing and open science. This initiative is sustained cooperatively centred on the non-profit publishing model to preserve the scholarly and open nature of scientific communication.
A professor in the School of Political and Social Sciences at the Autonomous University of the State of Mexico (UAEM), Arianna Becerril-García is also the Executive Director of Redalyc, the Network of Scientific Journals from Latin America and the Caribbean, Spain and Portugal. Redalyc is a regional open access portal for the social sciences and humanities that indexes 1,305 local journals and hosts the full texts of more than 650,000 articles.
One of the most significant impacts of Plan S (the drive to initiate an open access transition in scholarly publishing) has been to accelerate interest in national level read-and-publish deals. Whilst these deals have streamlined open access provision in the Global North, Jefferson Pooley argues that they lock in and exacerbate existing inequalities in scholarly publishing, by establishing and entrenching a two-tier system of scholarly publishing based on access to funds needed to meet publishing charges.
